Memorandum of Understanding between IPSJ and IEEE
To encourage the exchange and dissemination of technical information, and to promote understanding and cooperation between the members of the Information Processing Society of Japan (IPSJ) and the Institute of Electrical and Electronics Engineers, Inc. (IEEE), these organizations have entered into an agreement on the following matters:
1. VISITING MEMBERS
When a member of the IPSJ visits outside Japan in a location/country where the IEEE has a Section, or a member of the IEEE visits Japan, for a period not exceeding one year, they shall be given the opportunity to avail themselves of the facilities, services and programs of the other institution under the same conditions as those granted to members of the host institution.
To arrange for the privileges of a visiting member, the member's home institution should submit a written request to the host institution at the address shown at the end of this document of the visiting member. Upon arrival, the visiting member should present the host institution with a letter of introduction or membership card, for identification purposes. The host institution will then register the visiting member to entitle them to member privileges during their visit.
2. JOINT ACTIVITIES
The IEEE and IPSJ may, subject to agreement on specific items, enter into joint projects, events, and products such as conferences, forums, publications, history, standards, educational materials, etc. Joint activities devoted to preserving and sustaining the environment, teaching math and science to children, improving technology awareness in the general public, and improving the image of engineers and the profession will also be explored.
The Technical Societies of the IEEE and IPSJ are encouraged to develop joint activities, based on additional individual agreements, including cosponsorship of conferences, joint publications, exchange of technical papers and lecturers, translations, etc.
It is anticipated that the IEEE Japan Sections will participate in these joint activities.
3. COORDINATION OF TECHNICAL MEETINGS
Plans and schedules for international conferences and major events will be exchanged between the IEEE and IPSJ. To the extent practical, consultation will take place when it is proposed to conduct a major conference or event in Japan by the IEEE or outside Japan by the IPSJ.
4. PUBLICATIONS EXCHANGE
By mutual agreement, certain publications may be exchanged between the IEEE and IPSJ. Both parties agree to prominently display sample copies of publications by the other party in their respective libraries for examination and review by members.
Members of one organization may receive certain publications of the other organization at reduced rates.
Periodicals, for which a reduced subscription rate is available to one organization's members, will be available to the other organization's members at a reduction of 20% of the non-member rates.
The Proceedings of the IEEE will be available to members of IPSJ at the "sister-society" rate.
Single copy publications, for which a reduced price is available to one organization's members, will be available to the other organization's members at a reduction of 20% of the non-member rate.
Copying of this information - either hard copy or electronic - is not allowed.
5. STANDARDS INFORMATION
IEEE and IPSJ agree to exchange information on their respective standards activities, and agree to encourage mutual participation in standards development.
6. MEMBERSHIP
To implement the cooperation between the IEEE and IPSJ resulting from this agreement, it is desirable to encourage students, scientists, and electrical/electronics engineers of each institution to become members of both Institutions by granting advantageous membership dues rates. For the term of this agreement a 10% discount of the basic membership dues will be allowed on IPSJ dues and IEEE basic dues and the IEEE Region 10 Assessment. This discount does not apply to additional fees, such as IEEE Society enrollments or subscriptions to other IEEE publications, which may be available during the term of the agreement.
This document applies only to "full dues" paying joint members. It does not apply to dues already discounted from the full value.
The IEEE and IPSJ agree to advertise these discounts in a joint membership development campaign.
7. REVIEW, AMENDMENT AND TERMINATION
Amendments to the agreement may be proposed at any time, but will not be valid until both the IEEE and IPSJ have approved them.
Other cooperative agreements, which may be made in the future, such as between IPSJ and a Technical Society of the IEEE, shall be documented in a supplement to this agreement.
The term of this agreement shall be for a fixed duration of three (3) years, from 1 January 2003 to 31 December 2005, subject to termination by either party on three months notice in writing. Renewal is contingent upon approval by both institutions.
This agreement comes into force by the signatures of both parties on 19 December 2002.
