Memorandum of Understanding between IPSJ and IEEE-CS

To encourage the exchange and dissemination of technical information, and to promote understanding and cooperation between the members of the Information Processing Society of Japan (IPSJ) and the IEEE Computer Society (CS), these organizations have entered into an agreement on the following matters:
 
1. SUPPLEMENTAL AGREEMENT
 
This agreement is supplemental to an existing agreement between the IPSJ and the Institute of Electrical and Electronics Engineers, Inc. (IEEE). The provisions of this agreement are in addition to, neither negating nor replacing the provisions of, the IPSJ/IEEE agreement.
 
2. MEMBERSHIP
 
To implement the cooperation between the CS and IPSJ resulting from this agreement, it is desirable to encourage computer engineers, computer scientists, other information technology professionals, and students in those and related fields to become members of both societies by granting advantageous membership dues rates. For the term of this agreement a reciprocal 10% discount on the basic membership payments will be allowed on IPSJ dues and the CS member fees. This discount on the CS member fee is in addition to the 10% discount on the IEEE basic dues and the IEEE Region 10 Assessment. This discount does not apply to additional fees, such as subscriptions to other CS publications that may be available during the term of the agreement. The discount on CS member fees will be effective as soon as possible after execution of this agreement. The discount on IPSJ dues will be effective as soon as required government approvals are received. The discounted CS membership offer does not apply to CS affiliate members. The CS and IPSJ agree to advertise these discounts in their membership development materials.
 
3. PUBLICATIONS
 
CS and IPSJ may engage in cooperative activities relating to their periodical publications.
 
A. Members of the IPSJ who are not members of the CS may subscribe to CS member optional periodicals at the "sister society" rate. (Sister society prices are higher than CS member prices, but substantially lower than nonmember prices.) It is understood that all sister society subscriptions are to be for the exclusive benefit of individual members of IPSJ and that they shall not be used for university or corporate libraries, corporations, or other institutions that normally purchase nonmember subscriptions.
 
B. IPSJ may negotiate a "bulk subscription" agreement through which IPSJ may make a selected CS periodical available to IPSJ members through the IPSJ fulfillment procedures. Any such arrangement will be documented in a separate agreement.
 
C. IPSJ may publish in IPSJ's print and electronic publications, original or translated versions of up to 12 papers appearing in CS periodicals each year, provided that
 
(1) IPSJ obtains prior permission to publish each such article from the Computer Society Publisher. Permission will be granted upon receipt of the author's approval to translate and publish the article. CS staff will seek to establish an expedited process for obtaining the required copyright releases.
 
(2) The following copyright notice appears on the first page of the translated article:
 
c 20xx IEEE. Translated, with permission, from [journal/magazine title,
vol.#, issue #, month/year], a publication of the IEEE Computer Society.
 
(3) IPSJ agrees to forward all requests it receives to subsequently reprint the translated IEEE Computer Society material to IEEE Copyrights & Permissions, 445 Hoes Lane, Piscataway, NJ 08855-1331.
 
(4) No reprint fees will be charged to IPSJ for translated articles under this agreement.
 
4. TECHNICAL MEETINGS
 
Both the CS and IPSJ have strong programs of diverse technical meetings, and each can benefit from cooperative activities.
 
A. Plans and schedules for international conferences and major events will be exchanged between the CS and IPSJ. To the extent practical, consultation will take place when it is proposed to conduct a major conference or event in Japan by the CS or outside Japan by the IPSJ.
 
B. The CS will consider proposals for "in cooperation" sponsorship of the two IPSJ national conferences each year in which the CS is not a financial cosponsor.
 
C. The IPSJ and the CS will seek to form partnerships for the cosponsorship of international technical meetings when practicable and in the best interests of both organizations to do so.
 
D. Exchange of presidents' addresses at annual meetings, and organization of conference sessions, i.e., a "CS track" at the IPSJ annual conference, will be arranged as opportunities arise.
 
5. OTHER JOINT ACTIVITIES
 
The CS and IPSJ may, subject to agreement on specific items, enter into joint projects, events, and products such as conferences, forums, publications, electronic publishing initiatives, history observations, standards, educational materials, etc. Specific initial activities include active links on each society's web site to the web site of the other, and reciprocal advertisements and address list swaps for promotional purposes (membership, publications, conferences, and other products and services), which are routinely accomplished by the staffs of the two organizations.
 
6. REVIEW, AMENDMENT AND TERMINATION
 
Amendments to the agreement may be proposed at any time, but will not be valid until both the CS and IPSJ have approved them.
 
The term of this agreement shall be from the date of its execution to 31 December 2005, subject to termination by both parties on three months' notice in writing. Renewal is contingent upon approval by both societies.
 
This agreement comes into force by the signatures of both parties on December 2002.
