Call for papers - Special issue of "Internet and Operational Technologies Tackling the Unknown Phenomena"

Journal of Information Processing (JIP) is pleased to announce the call for papers for a special issue of " Internet and Operational Technologies Tackling the Unknown Phenomena.” It has been about 30 years since the Internet first became widely available in Japan. Although operational technologies have made various advances over time, networks can still go down or become unstable due to anomalies—leaving administrators struggling to find solutions—just as they did in the past. One factor contributing to this instability is the fact that we frequently encounter unknown phenomena. Networks can easily cease to function or exhibit abnormal behavior when network devices act unexpectedly due to malfunctions or when previously unknown attacks emerge. There are inherent limitations to a network administrator's ability to address such unknown phenomena by relying solely on accumulated empirical knowledge, and more practical measures remain essential.
To this end, this special issue focuses on operational technologies for the Internet and information systems that aim to respond automatically and systematically to such unknown phenomena and features papers on the latest research, development, experiments, and operations related to the future construction and utilization of information and communications infrastructure. We also actively encourage papers that focus on practical problem-solving rather than theory, as they are considered beneficial in other environments. This special issue aims to contribute to the development of various operational technologies related to the Internet and information systems. The topics of interest include, but are not limited to:
・Technology for system operation, management, monitoring, control, or troubleshooting
・Technology for controlling security in system operation and management
・Education of human resources in system operation and management
・Other topics related to system operation and management, Research Data Management (RDM) or ICT
We invite Motoyuki OHMORI of Tottori University as the guest editor for the special issue.

Journal of Information Processing (JIP) is currently encouraging more submissions from outside of Japan.
The publication fee of any accepted papers will not be charged if all the authors of the paper belong to institutes outside Japan.

Submission Guidelines
(1) All papers must be submitted electronically. Please access the following URL and proceed under the submission instructions:

Once you have submitted your manuscript, you cannot change it.
So, you must submit the final version of your manuscript.
If, by mistake, you submitted a wrong version, please contact the IPSJ secretariat <s1m-at-ipsj.or.jp> (Replace -at- with @).
In the event you would like to make a submission, you must first create an account on the paper submission Web page. For detailed information, please refer to the manual available from the link “Instructions & Forms” at the top of the submission page.
(2) All papers will be reviewed. The review process will be carried out in the same manner as regular issues. However, you have shorter time than usual (eight weeks) for preparation of your responses to inquiries.
(3) Submission deadline is June 14, 2026.
(4) The special issue will be published on the J-Stage website in March 2026. Preprint will be published on the IPSJ Journal in March 2026.
