In this paper, we design and develop a congestion management framework that uses a multi-agent architecture for traffic prediction. It is described as a Next-generation, Smart, Cyber Physical Cloud, with all the requirements of any M2M formwork. The smart aspect of the system relies on the usage of multi-agent technologies in the sense that we make usage of traffic prediction and consensus-making algorithms.
